Chapter 1. General Provisions 

Article 1. To strengthen patriotic education in the new era, to pass on and glorify the spirit of patriotism, to gather immense strength for the comprehensive construction of a modern socialist state, and to comprehensively promote the great rejuvenation of the Chinese nation, this law has been developed in accordance with the Constitution.

Article 2. China, one of the countries with the longest history in the world, where all the peoples of China have created a brilliant culture and formed a united multi-ethnic country. The state conducts patriotic education among all peoples, fosters and strengthens the sense of belonging to the Chinese nation and the great motherland, passes on the spirit of the nation, strengthens state consciousness, develops and unites all patriotic forces, making patriotism a firm belief, spiritual strength, and conscious action of all peoples.

Article 3. Patriotic education should be carried out under the banner of the great idea of Chinese socialism with special characteristics, adhering to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of 'Three Represents', the Scientific Outlook on Development, Xi Jinping's thought on Socialism with Chinese Characteristics for a New Era, adhering to the unity of love for the Motherland and the Party, love for socialism, with a focus on maintaining national unity and national harmony, highlighting the construction of a modern powerful socialist country and achieving the great rejuvenation of the Chinese nation as a bright theme.

Article 4. Patriotic education should maintain the leadership of the Communist Party of China, improving the work mechanism based on unified leadership and joint management.

Article 5. Patriotic education should adhere to the leadership of thought, cultural nurturing, educational guidance, practical upbringing, clear themes, integration into everyday life, consideration of local conditions, categorized approach, coordination of all sides, and joint promotion.

Article 6. The main content of patriotic education includes:

Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of 'Three Represents', the Scientific Outlook on Development, Xi Jinping's thought on Socialism with Chinese Characteristics for a New Era; The history of the Communist Party of China, the history of New China, the history of reform and opening up, the history of socialist development, the history of the development of the Chinese nation; Significant achievements, historical experience, and vivid practices achieved by the Communist Party of China in the unity and struggle of the people; Outstanding traditional Chinese culture, revolutionary culture, advanced socialist culture; National symbols and emblems, such as the national flag, anthem, emblem; Magnificent rivers and mountains, beautiful landscapes of the motherland; Knowledge and concepts related to national unity and solidarity, national security, and defense; The deeds of heroes and martyrs and advanced model personalities, as well as the national spirit and spirit of the times reflected in them; Other content rich in the spirit of patriotism. Article 7. The state conducts education to strengthen the consciousness of the Chinese national community, promotes interaction, exchange, and integration among all nationalities, building a common spiritual home for the Chinese nation.

Article 8. Patriotic education should combine the promotion of the spirit of patriotism with the expansion of openness to the outside world, adhere to rationality, tolerance, and openness, respect the historical characteristics and cultural traditions of all countries, and borrow and assimilate the best achievements of human civilization.

Article 9. On the National Day of the People's Republic of China, October 1, the state and society hold various festive events, actively carrying out patriotic education

Chapter 2. Responsibilities and Tasks

Article 10. The central administrative body for patriotic education is responsible for the guidance, control, and coordination of patriotic education at the national level. All departments of the central state authorities organize and conduct patriotic education within their competencies.

Article 11. Local administrative bodies for patriotic education are responsible for the guidance, control, and coordination of patriotic education in their region. Educational administrative departments of local people's governments at the county level and above should strengthen the organization, coordination, guidance, and control of patriotic education in schools. Departments of culture and tourism, news and publishing, broadcasting and television, cinema, internet information, cultural relics, and other relevant departments at the county level and above should conduct patriotic education within their competencies.

The People's Liberation Army of China and the Armed Police Force of China carry out patriotic education in accordance with this law and the relevant provisions of the Central Military Commission.

Article 12. Organizations such as trade unions, the Communist Youth League, Women's Federation, Federation of Industry and Commerce, Union of Writers and Artists, Writers Association, Science and Technology Association, Association of Returned Overseas Chinese, and other public organizations should use their advantages to conduct patriotic education in the areas and population groups they are connected with.

Article 13. The state uses various forms to promote socialist core values, conduct educational activities on the constitution and legality, national security, and defense, enhancing citizens' constitutional and legal awareness, understanding of national security and defense, guiding citizens to consciously fulfill their duties in maintaining national unity and solidarity, and protecting national security, honor, and interests.

Article 14. The state includes patriotic education in the national education system. Schools of all levels and types should integrate patriotic education into all aspects of school education, ensuring quality teaching of political theory courses, and include the content of patriotic education in various subjects.

Middle and primary schools, as well as other educational institutions, should create mechanisms linking patriotic education courses in accordance with national standards, considering the characteristics of students of different age groups, determine the key content of patriotic education, apply a variety of appropriate teaching methods to enhance the relevance, systematicity, and attractiveness of patriotic education.

Article 15. Schools of all levels and types should combine classroom learning with extracurricular practice, include patriotic education content in various school activities, organize student excursions to patriotic education bases and other relevant facilities, and participate in extracurricular practical activities on patriotic education.

Article 16. Parents of minors or other legal guardians should include love for the homeland in family education, support and collaborate with schools in conducting educational activities on patriotic education, guide and encourage minors to participate in social activities on patriotic education.

Article 17. State bodies should strengthen patriotic education among civil servants, encouraging them to serve as examples in loyalty to the state, self-sacrifice for the country, support for national unity and promotion of national solidarity, as well as in protecting national security, honor, and interests.

Article 18. Enterprises and organizations should include patriotic education in their educational plans, conducting it as part of business management, professional training, cultural and sports events, and other activities. Educational, scientific, cultural, health, and other institutions should actively promote the spirit of scientists and professional spirit, cultivate and publicize among scientists and specialists the love for the homeland and service to the people.

Article 19. Local people's governments and local public self-governing bodies should integrate patriotic education into the activities of building a socialist spiritual civilization, reflect the spirit of patriotism in civil conventions and village rules, encourage and support the people in conducting mass events such as cultural and artistic performances and sports events dedicated to patriotism.

Article 20. Public organizations, professional associations, and chambers of commerce should reflect the spirit of patriotism in their charters and industry standards, conduct education on patriotism according to the specifics of their organization or industry, foster patriotic passion and social responsibility among their members, demonstrating examples of publicly significant personalities and influential people.

Article 21. The state guides and supports religious organizations, religious educational institutions, and places of religious activities in conducting patriotic education, raising awareness among religious figures and believers about the great homeland, the Chinese nation, Chinese culture, the Communist Party of China, and socialism with Chinese characteristics.

Article 22. The state takes measures to conduct education on culture and national conditions, enhances the identity of residents of Hong Kong, Macao, and Taiwan to the state and outstanding traditional Chinese culture, facilitating the conscious maintenance of national unity and solidarity. The state strengthens ties with the Chinese diaspora abroad, ensures the protection of their rights and interests, enhances patriotic feelings among Chinese people abroad, promoting patriotic traditions.

Chapter 3. Implementation Measures

Article 23. Local people's governments at the county level and above should strengthen the protection, management, and utilization of "red" resources, revealing the historical and commemorative value of these resources, facilitating the integration and development of demonstration areas and key zones of "red" tourism, and highlighting the educational function of "red" resources and "red" tourism. Local people's governments at the county level and above, as well as departments of culture and tourism, cultural relics, and other relevant departments should strengthen the protection and utilization of cultural monuments, traditional villages, and other cultural and historical relics, revealing the spirit of patriotism contained within them, promoting the integration of culture and tourism, guiding tourists to learn about the magnificent rivers and mountains, experience the long history and brilliant culture, and inspire patriotic passion.

Article 24. Patriotic education bases should enhance their content, diversify exhibition methods, and create high-quality exhibits, providing convenient services for state organs, enterprises, public organizations, and citizens in conducting patriotic educational activities and educational visits. Various museums, memorial complexes, libraries, science centers, cultural centers, art galleries, centers of civilization practice of the new era, etc., should fully utilize their resources and advantages, conducting patriotic educational activities through propaganda, exhibitions, practical sessions, and so on.

Article 25. The state encourages outstanding individuals who have made significant contributions to the construction of a powerful country and the rejuvenation of the nation through a system of awards and honors, promoting the national spirit with patriotism at its core and the spirit of the times with an emphasis on reform and innovation.

Article 26. On important memorial dates such as the Victory Day of the Chinese People's War of Resistance Against Japan, Martyrs' Memorial Day, National Mourning Day for the Victims of the Nanjing Massacre, and other significant dates, local people's governments at the county level and above should organize memorial events, including laying flowers, visiting memorials, commemorating martyrs, public sacrifices, etc.

Article 27. During important festivals such as Chinese New Year, Qingming, Duanwu, Mid-Autumn Festival, New Year's Day, International Women's Day, International Labor Day, Youth Day, and others, various activities related to folk culture and celebrations should be organized, strengthening feelings towards family and state.

Article 28. When organizing significant celebrations, memorial events, large-scale cultural and sports events, exhibitions, solemn ceremonies of raising the national flag and playing the anthem should be legally conducted. During official ceremonies such as the oath to the constitution, enlistment in the army or reserves, and others, the national flag should be displayed and the anthem played at the oath site, and the text of the oath should reflect the spirit of patriotism.

Article 29. Radio stations, television channels, newspaper and magazine publishers should innovatively approach propaganda and reporting, using broadcasting and publication of outstanding works on patriotic themes, creating special sections and columns, enhancing news reporting, publishing public service advertisements, and other methods to vividly and engagingly tell patriotic stories and promote the spirit of patriotism.

Article 30. Internet service providers should strengthen the creation of online content, producing and disseminating information on the Internet that reflects the spirit of patriotism, developing and using new platforms, technologies, and products for actively conducting online educational activities on patriotism.

Chapter 4. Support and Guarantees

Article 31. The state encourages and supports enterprises, public organizations, and individuals who legally conduct activities on patriotic education. The state supports the conduct of theoretical research in the field of patriotic education and strengthens the education and training of professionals at various levels. Organizations and individuals who make outstanding contributions to the work on patriotic education may be awarded and encouraged in accordance with relevant state provisions.

Article 32. The central administrative body for patriotic education should create and improve the system of certification, protection, and management of patriotic education bases, develop plans for the protection and utilization of patriotic education bases, and strengthen guidance and control over the protection, management, and utilization of patriotic education bases. Local people's governments at all levels should strengthen the planning, construction, and management of patriotic education bases, improve the free open access system and support mechanisms.

Article 33. The state encourages and supports the creation of literary, film, musical, dance, theatrical, visual arts, calligraphy, and other types of art on the theme of patriotism, emphasizing the patriotic direction in the evaluation, awarding, exhibition, and demonstration of outstanding works of art.

Article 34. The state encourages and supports the publication of excellent extracurricular books that reflect the spirit of patriotism, as well as the development of online literature, animation, and audiovisual products for children and teenagers that reflect the spirit of patriotism.

Article 35. Every citizen and organization should promote the spirit of patriotism, consciously protect national security, honor, and interests of the country, and avoid the following actions:

    Insulting the anthem, flag, emblem, or other actions that infringe the dignity of the anthem, flag, emblem;
    Distortion, disfigurement, blasphemy, denial of the feats and spirit of heroes and martyrs;
    Propaganda, glorification, denial of aggressive wars, acts of aggression, and mass murders;
    Seizure, destruction, desecration of patriotic education facilities;
    Other actions prohibited by laws and administrative regulations.

Article 36. Departments of education, news and publishing, broadcasting and television, cinema, culture and tourism, internet information, cultural relics, and other relevant departments should, in accordance with their legal responsibilities, promptly stop actions that violate the provisions of Article 35 of this law, eliminate bad social influence and punish in accordance with relevant laws and administrative regulations; in cases where actions violate public order, the police apply administrative sanctions; if actions are criminal, they are prosecuted according to the law.

Article 37. If departments and institutions responsible for patriotic education do not fulfill their duties according to the law, direct supervisors and other directly responsible persons are subject to disciplinary action in accordance with the law.

Chapter 5. Supplementary Provisions

Article 38. This law comes into force on January 1, 2024.
